When President Trump's White House revealed its proposed budget recently. A lot of things got cut, and much public outrage was expressed about cuts to funding for Meals on Wheels. White House budget director Mick Mulvaney portrayed the cuts as removing funding for programs that just don't work. Was he talking about Meals on Wheels? And more importantly, is Meals on Wheels effective? Spoiler alert: probably. And yes.
