Eyebrows apparently exist entirely as a communications system. We are a very social species so non-verbal communicaiton is extremely important. When communicating, we focus largely on the eyes, and so the movements of the eyelids and the eybrows can tell us a great deal about what that person is thinking or how they are feeling. These cues were so important to the ancestors of humans that they grew hair to emphasize the movement.
There's also some thinking that eyebrows help keep sweat from dripping into an open human's eyeballs, thus giving them a secondary purpose.
